What are the regulations for unemployment benefits in Spain?
A Spanish citizen friend of mine wants to visit the United States. She tells me that she cannot stay out of Spain for more than 9 days or she will lose her benefits. I found a reference to an "Activity Agreement", which means that one must be actively seeking employment to remain eligible for benefits. I think this agreement has something to do with the 9 day restriction, but I cannot find any specific reference to any foreign travel restrictions.
I would like to see an official Spanish government website that lists the regulations for unemployment benefits, so if you know of any, please include them in your answer.

For example:
SELECT IFNULL(myNumber,0) AS myNumber
vs.
SELECT CASE WHEN myNumber IS NULL THEN 0 ELSE my Number END AS myNumber
It's certainly easier to write the first way, but is there any difference in performance?
