What we do see is Sullivan arriving home, opening the door to his apartment, and finding Dignum standing there with plastic wrapped around his feet and hands; it seems logical to suspect that the note asked Madolyn to bring information to Dignum, enough for Dignum to put it all together. Sullivan says "oh, okay." Blam. Dignum leaves the apartment, and the final shot of the film is of a rat creeping along the banister outside of Sullivan's window in such a way that it appears as if it's crawling on the State Capitol in the background.
