Using a Cisco 2950 router and a Allied AT-MC115XL media converter should there be a link light no matter what?

if you connect a Cisco 2950 router and a Allied AT-MC115XL media converter should there be a link light on the switch even if there is an issue with the fiber? i am using a cat5e patch cable about 5ft long. my experience says that the link should be there no mater if there will be traffic from the other switch/pc. it shouldn't matter as long as ther converter has power and the switch port is open, right? i think the converter is bad. please supply urls! BTW i am not a neewbie and have tried most everything!

I would also expect a powered-up media converter to cause the switch to show link (even if there's no fiber singnal coming into the media converter). But any given model of media converter might work in unexpected ways. Do you have (or can you borrow) a known-good media converter of the same type in order to see what it actually does? (Also confirm that the particular switch port shows link when a known-good Cat5e cable with a signal on it is plugged in.)
