they just can't ever seem to sit down to work and has the need to walk around as well as spy into other people's cubicle...

Sitting idle in one place for an extended period of time can prove to be detrimental to one's health. Probably they do so to relieve the muscles. And their walking in their offices, is not enough for you to insinuate that they spy on other people.
