School Vouchers, what are the arguments for & against?

We have all heard about them and, at one time, there was bitter debate amongst the politicians, but what are they? Why should we have them or not? Have they been completely abandoned?

For - public schools aren't making the grade. give parents money for private school

Against - Taking money and giving it to parents is throwing money at the problem and will not make the public schools better. Also, kids who parents care will apply for vouchers -kids who have crappy parents will be stuck in even crappier schools.
