I'm planting tomato spouts, they are quite leggy, Is it all right to pack dirt around them to hold them up? Or

You can plant them deeply so that only the top is above the ground. The tomato plant will then sprout roots up that leggy stem and you'll have a stronger plant. Keep the lowest leaves off the ground, stake the plant that is above the ground, it'll need support once it has tomatos. When you water, water the ground not the plant (I know it'll get wet when it rains but the leaves don't need to be wet every time you water)

They sell wire frames to provide support for the plant

Brokn wing is correct w/one exception. You should plant them deep, up to the first "branch". Much better root system that way.
