I'm not really sure I understand the question, but my opinion would be something like...."{this is a change} " would seemingly be said when a person's actions/reactions are very different from the norm. A surprising/unexpected/out-of-character behavior.

A proverb?? Doubtful, unless you are refering to the ancient Greek philosophers that stated "all things are in a state of flux"
