I'm not really sure what you are asking. I think you are asking if extraterrestrials have an equivalent to the 360 degree circles?
The number of degrees in a circle was designated as 360 because it is the most readily divisible number that approximates the number of days in a year. Although not exact, the earth moves about 1 degree per day around the sun. And since 360 is a multiple of 60, it can be divided by 2,3,&5. That makes is somewhat special.
An alien civilization may have longer years or shorter years, and depending on the rate at which thier planet rotated, they might base the number of degrees in a circle upon that. But there is no reason to expect that an alien system of geometry would be based on the same criteria that we base it on here.
That being said, regardless of what the aliens base their measurements on, the fundamental mathematics will be the same. The ratio of a diameter to the circumfrence will still be Pi, and there will still be a certian number of whatever units they use in every circle no matter how big or small.

I'd love to see their version of the 360!
I bet it would be an awesome Virtual Reality headset with resolutions, color depths, and frame rates which would be indistinguishable from looking through a window.
Actually, I bet it would be holographic in nature, kinda like that combo WWF/chess game from Star Wars 4 - A New Hope which Chewbacca and R2-D2 were playing.
