I've never seen it as shouting. I've seen it more as being a little more emphatic. T H I S W O U L D B E S H O U T I N G A S F A R A S I A M C O N C E R N E D ! ! ! !
(but that's just me) (What would be really good would be to have the size 24 font, in bold, underlined, and in black and red - now that would be shouting.)

I completely agree and I must add that there is no option for italics or a bold font to make a point when writing a response in Yahoo Answers.
I for one have OFTEN resorted to using the only distinguishing feature...the CAPITALIZATION options to cause the reader to
PAY ATTENTION to a particular word.
