grainy pictures on webcams are usually the result of poor quality drivers for said webcam. You're not specifying the model of phillips cam, so can't point you to a specific driver, however, if you do a search for that model, you'll probably have some results. Alternatively, there are generic drivers that will work just fine. For example, on a SmileCam, the driver that comes with it is not that great. However, the default driver that comes with XP (dual mode usb camera plus) gave perfect clarity video.
Another thing that will affect some camera video quality is low-light conditions. If you get the same poor quality on normal (bright daylight) conditions, then that's not the issue.
Finally, depending what kind of resolution you're trying to view your video at might not be optimal for the camera you're using. Look at the specs for the camera and see what kind of resolution it works best under.

you could try StickerCam http://www.stickercam.com hit the broadcast tab.. select your webcam.. in the application (E.g. Yahoo Messenger) select your webcam as WackyB-StickerCam.
Then drag'n'drop the blur filter within StickerCam into the preview window.. maybe this will help hide the grain

buy a good Graphics card for $300 and a webcam for $200 then it will be fine
