Consider ringing your local shelter to learn of if there's a particular law about leaving dogs unattended in vehicles. It is essentially at the discretion of the animal control agency who investigates the report.

If I remember correctly, there is not a specific part of the law which makes it illegal to leave a dog in a car. It's up to the discretion of animal control whether or not the animal is endangered from being in the car.
