What can we do about our neighbor's neglected dogs?

We bought a house in a new housing edition last summer. When we moved in it appeared our neighbor had one dog. Slowly, more appeared. Now they've got 4 dogs chained up outside and one that lives in their house. (along with 2 cats) The indoor dog seems to be well cared for but the four outside are all large dogs, on maybe 20' of chain each. They have no shelter and usually don't have any water to drink. They don't seem to get any vet care and all seem to have a bad case of worms and fleas. The owners never do anything with them except feed them. The yard now has no grass and is full of dog feces and flies. One of the dogs is a rescued pit bull mix who was raised to be a fighting dog and is vicious and has escaped several times. All four dogs are lonely and bored and do nothing all day but bark and fight with each other. We've called Animal Control several times but they say that since we don't live in city limits they can't do anything. What can we do aside from a fence?

Call your local animal control. It is a law that dogs have to have food, water and shelter. Other than that there isn't any thing you can force an owner to do. I don't know why anyone would want an outside dog. It's just a lawn ornament. It isn't right or fair to the dog, but there isn't much you can do about it. I volunteer at an animal rescue and one of our requirements is that it is an inside pet. We have actually taken dogs back from people that have ended up with them living outside.

i would say call animal control. this has happened to me and my neighbors, who care for 3 horses, some rabbits, cats, and about 6 dogs.. there were 2 cairn terriers, very small dogs, in the pen with about 4 other big dogs. there was Wafe, the mother, and Cinny, the daughter. What we did, we shouldn't have, but my sister and I released both dogs, and took them home with us, the neighbors kept taking them back for about a week or two, but then finally realized that they didn't have the time to care for them properly and gave them to us. they never had any food, water, no one to interact with them, besides the stray cats that wandered around.

call animal control right away, that is animal cruelty and it should not be accepted for. that is just not right at all.
