Check with 84 Lumber. They may have a kit that includes the plan as well as lumber and supplies. Or try www.diynetwork.com.

Where I live the cheap metal sheds usually sell for 225-250 on sale, with a plastic floor kit...I doubt you could get much cheaper than that with diy wood, plus you will have to chase down all the parts.
