rain proof stadiums cannot be made every time because,if there was a roof to every stadium,then 5 hrs before the match the lights should get on.And it is not so easy to get all the lights on,there should be 20 minuts gap after evrey 2nos of bulbs.For your kind information, there is a roofed stadium in MELBOURN (AUSTRIALIA).

That will lead to heavy amount of engineering. Also expensive. We will need skilled labor to handle the rain proof equipment which is not possible at all places.
Then, last but not the least, what if ball hits the roof and then it is caught or it misses going for a six?

it would defeat the purpose or cricket being an outdoor sport, put a roof on and might as well call it indoor cricket
