Straight off wikipedia:
A Static IP address is where a computer uses the same address every time a user logs on to a network, such as the Internet. With a static IP address, a computer's identity can be easily identified by others, and users can easily connect with it. That way, for example, a website, email server, or other type of server connection can be hosted.

A static ip is when you assign an IP to your NIC instead of letting your network router assign the IP.
The setting that allows you to do this is:

Start > Control Panel > Network > Right Click on LAN then Properties. select TCP/IP then properties. You will see the settings on that page.
If you want more info - Google "Static IP"

Static IP is a fixed IP for a server or a specific computer which is provided by the ISP (Internet Service Provider). It is more secure and faster in terms of a dedicated line provided to the user. For more inquries you can contact me on bash_amj@yahoo.com

a static IP is somewhat similar to a telephone number, so its permanent until you change it & can easily be reach if someone knows his way around in networking. it's the IP address of someone's computer / network.
