I could be wrong, but I think it is a derivitive of the word "Chintsy".
To use it in a sentence.."The man was chintsy when it came to giving the pizza delivery boy a tip."
Which more or less says that the man didn't give much of a tip..was "cheese-paring" is another way to put it.
