You and your cousin presumably share the same grandparents. That is how you become cousins.
YOUR cousin and cousin number 2 also share grandparents, making them cousins.
Are the grandparents that you share with cousin one, the same as he/she shares with cousin 2? then you are related.
If they share different grandparents than what you share, you are not related.
Easy.
You are both part of an "extended family" meaning, relatives and close people. Some persons would call this "kissing cousins" since you are not supposed to kiss the relatives, but this really is not a relative.
If this extended cousin who isn't a cousin is of the same gender as you are.. we'll quietly sneak out of genealogy area, and laugh as we go.

I suppose that you could call them your cousin by marriage or your cousin once removed.
I don't think that there is necessarily a specific name for that kind of relation.
