Mac OS X Media Problem?

I recently have bought mac os x 10.4. I have a problem, though. My mac does not have a DVD-rom drive, and the discs are actually DVDs! What do I do? I have heard about the Apple Exchange Program, but I cannot find a link to it. Can someone help me?

Must be a pretty old Mac to not have a DVD drive! Just buy one - they are really cheap! :)
