It's fiction. Geoffrey Chaucer collected a bunch of characters, put them all in the same situation, told a bit of each character's history and had them tell stories. Not all that different from modern short-story compilations like the "Captains' Table" books from Star Trek or "Tales from the Mos Eisley Cantina" from the Star Wars paperbacks' expanded universe.

Remember, there are two levels going on here -- the tales told by the Pilgrims are tales, i.e. stories or fiction. The Pilgrims and the story of their interactions is also a fiction.
