Is it possible to burn 7.97 gigabyte file into a 4.7 gigabyte blank dvd?
I have CSI: Season 1 the complete season saved on my pc and i want to burn 'em into a blank dvd. I have 10 blank dvds with 4.7 gb space each. but the file is big enough to fit for only 1 cd. Will it be possible to burn the 7.94 gb file and have 2 dvd's instead?

just use dvd shrink. you'll lose quality, but you won't even notice.
Use winzip... there is a little-used facility in winzip that allows you to compress a bunch of data (in your case 1 file) and produce output that is split into a number of output files of a size you choose. It was in there to allow you to zip files for multiple tapes etc... so you can split it into a 4.7Gb piece and a less than 4.7Gb piece with the rest of the zip in it.
You won;t be able to watch it though as it's a zip file.
Otherwise you have to use a video manipulation program and chop it into two separate sections.
