Does this coin look like an error? I have heard people referring to them as "Starburst Errors". Also almost every one that I have heard of is missing the edge lettering too,mine are not. Does it have any value? Currently I have four coins like this one.

The starburst error is created when a coin is struck through grease.

NGC does not recognize the starburst error as an error however IGC (a company I have never heard of) does.

As I remember the so-called star burst effect was on proof coins and caused by used dies. It was not an error as much as it was damage. Your coin does not have that effect. Being in a Mylar holder it is hard to tell if the gouge marks are on the holder or coin so can't tell if the effect maybe man made outside the mint. The looks damaged but may not be. Everyone is out there to make a buck on new coins and come up with some of the greatest names to call things. If you found it wait and see if you are going to buy it don't. I remember the poor mans double die of 1955 it sold for a lot of money back then and is now only worth a few dollars. I have seen nothing in the coin papers or magazines about your coin at least not yet. What happens on eBay and then again in the coin collecting community are a different story. If an error does not catch on with main stream collectors it will go the way of the Dodo bird. Notice how the Washington dollar plain edge has already dropped to the $90 range. A big drop from $150. You will have to wait and see what happens on your coin.
