The best indoor arena lighting I have seen uses sodium vapor lighting fixtures - a lot more light with fewer fixtures. The problem with flourescents is that you wind up on the tall ladder changing tubes and ballasts too frequenly. Look up sodium vapor lighting or warehouse lighting on the internet for suppliers and more info.

I love flourescent but another problem with flourescent is that if the ceiling is too far above you, the lights wash out and don't really make it bright. Ask around other indoors and go see as many as you can before you decide. I had Flourescents in my outdoor and now I have the halogen gas types (were being thrown away by a municipality!) and wow, I love 'em!

For an indoor arena i would go with fluorescent lights, halogen might be too bright and have a blinding effect
