This will be an incoming call (from a government agency) in which I've already been informed that they may be recorded it at their end. I want my own recording.

You have to get an answering machine that does it, there isnt anything in the phone system that will allow you to do that.

on my phone, if youre calling there's a message button, and when youre calling hit play and somehow it will record for the whole call. >.<
