What desktop is better?

I am looking at a Dell Inspiration 531 and a Hewlett Packard 6250T which one is better?

I would would say hp because its a very stable computer but if you like tech support go for dell. Also Dell has better warranty. Also Hp has alot better programs that come with the computer in the first place.

Build your own if you are willing, but avoid tigerdirect because they are extremely difficult to return items to. Use newegg.com, they have the same prices but much much better service.
If you want to build your own, all you need is a case, a motherboard, a cpu, some ram, a hard drive, a dvd drive, a video card, and a copy of windows.
The only remotely confusing thing would be to hook up the power button to the motherboard, just because its hard to find which pins are the right ones, for a first timer anyway. Otherwise everything is is completely obvious, there is only one way to use each part.
If you wanted to build the best possible computer for your money then you could make a computer with a 2.66ghz core 2 duo, 2gb of 800mhz ram, a 200gb samsung spinpoint hard drive, and a Nvidia 8500gt video card for about $550.
If you wanted to shave some off, you could go with the 2.2ghz core duo and a cheaper motherboard, which will save about $100. And if you really want so save some more, and you will not be gaming at all, then you could settle for the integrated graphics, which will cut off another $75. I would not recommend getting less ram since it will only cut off like $15 and will degrade performance by quite a bit.
So you can build a desktop that will outperform either dell or hp for only about $400, or if you wanted to build an absolute screamer it would be only $550.

I know buying a desktop system looks like a good idea and the easy way out, but I can say from experience that you will be happier with a custom built machine.
To get you started there are a few things you need to determine;
1. Are you a gamer and enjoy/prefer high definition graphics
2. Do you run a lot of memory hungry programs, such as video editing and photoshop. If so look for 1.5+ GB of RAM.
3. Do you have a lot of media content? 500 GB drives aren't as much as they used to be, I'd say around $110 if you shop right.
4. What is your budget? This will be a main factor for the purcase but I would say the minimum for a good system is $270-$300.
5. Do you have a personal preference for AMD or Intel? Personally I like AMD better due to cheaper price and comparable preformance, but your opinion can be whatever you wish.

There will be other things you will have to decide and it will be a little time consuming, but the end result will be really enjoyable.
