I have 2 pairs of tights that I got for Christmas that fit in the leg, but not in the hip. I would like to still wear them, because they are pretty colors, and I think I can if I can turn them into stockings. However, I don't want them to unravel and I do want them to stay up. I have access to a sewing machine and a serger. So how do I do this?

Cut them up as high as you can, then choose a piece of ribbon, now you have two options:
1. Fold the top of the stocking over a bit, then sew it cut a hole, and string the ribbon through.
2. make vertical slits just big enough for the ribbon to pass through. then put the ribbon in as if you were sewing it.
The ribbon should help it stay up, if not, tie it tighter (not too tight), or use body glue, it peels right off when your done.
BTW: Every pair of tights I have cut didnt unravel, but if you really want to make sure, sew them 1-3 milimeters away from the cut, the fray shouldnt pass the string
