Can soverign funds buy control of major brokerages?

If soverign funds control brokerages such as Merril Lynch, can they have Merill buy stocks (controlling interest) in major american corporations such as Home Depot, General Motors etc. without anyone knowing it?

From what i understand, as long as its a passive investment, (not a large stake) then yes. most tend to be passive, because they dont want to register with sec.
