You are right that all tax documents are required to be mailed out by1/31, and you can report it to the IRS.
It's also illegal for you to file without reporting all of your income. Even if you NEVER got the 1099, you'd still have to report that income, using your own records. Self employment income works a little differently from W-2 income, and you are legally required to keep your own records and report the income on your tax return.
Assuming that you didn't report the income when you filed, you'll have to file an amended return claiming ALL of your income.

Was the income on that 1099 included on your return? If it was just file the 1099 with your tax stuff and be done with it.
If the income wasn't included on your return, you will have to file and amended return (form 1040X).
W-2's and 1099's are supposed to be mailed by Jan 31. But what are you going to do? If you sue the company it will most likely cost you significantly more in legal bills that the amount you would recover. Plus I'm sure a judge would think it reasonable that you should have known you earned money from this company. Then ask why, by late March, you hadn't tried to contact the company and obtain the 1099.
Since it's before April 15, if you file the 1040X now, you wont be charged any penalty and interest. Just the additional taxes that you owed anyway.

The Internal Revenue Code requires that the company issuing the Form 1099 have them mailed by (either by January 31 or February 1, sorry I don't remember which). It is not illegal to receive the tax documents late. It is only required that they be mailed on time.
If the Form 1099 shows income you received then you need to file Form 1040X, Amended Return to correct the income you have already reported when you filed.

First of all you will need to file an amended but make sure IRS has complete processing your original return before filing 1040X, make a copy of the envelope the 1099 came in and when you filed you amended attach the copy of the envelope and write on there that the business just sent you the 1099, make sure it has the business return address.
Call IRS at 1-800-829-1040 ask if your return has been fully processed and let them know you will be filing an amended return.

Unless this was a REVISED 1099-DIV, INT or B statement, I dont understand your complaint.
1. You would already know what accounts you had and shouldn't have filed before getting the forms/information. (I do have sympathy at 4/15 when folks don't have all the info from their banks, estates, partnerships, etc.)
2. If this was for a 1099-Misc for income, you should already have been showing the income in your business records.
The mentality that you don't have income unless the IRS knows about it is totally wrong and leads to situations like this all the time.
