What are the Major league Baseball rules regarding sending a veteran player down to the minor leagues? If a team like the twins sent Livan Hernandez to the minors could other teams sign him to a major league contract?

A player can only be sent to the minors for their first three seasons in the majors. After that, they are "out of optons" and any team that is willing to pay their contract can claim them off waivers. If no one claims the player, the player can choose to accept his minor league assignment, or get his unconditional release. This does not include rehab assignments.

Any player who has been in the major leagues for five full seasons may not be assigned to a minor-league team without his written consent. This sometimes puts the team in a bad position, because a player with five years has every right to say, "I don't want to go to New Orleans. You can either release me and keep paying me, or keep me on the major league roster and keep paying. Your choice."

no they cant unless they leave him down to long. there are contracts to it. lots of veterans go to the minors to do rehab and they have a given date at which they must be called up or they are open to deals which he can decide on.
