In my house, it's at 3 feet (on 8 foot walls) and looks great. However, there is no set rule. It's purely subjective. Putting one in the exact middle of the wall height would make the room look boxy. You might consider making it higher if your walls are high.

Also consider the furniture that will be placed against the walls. A chair rail that sits 1-2" higher than the top of a buffet or side table could look unusual.

Usually between 30 and 36". Since they ARE chair rails, they should protect the walls from your chairs.

Place your dining room chairs next to the wall, then measure from the floor to the spot where the chair makes contact with the wall, that is where it should be. The point is to keep the wall from being damaged when you scoot the chairs away from the table.

well if its going to be a functional chair rail, put it anywhere so the chairs cant contact the wall
