I see a lot of "people" with pit bulls here..and they always tend to have chains that must weigh many pounds around their necks..I've even seen some one who had a 10 pound weight attached to a thick chain..why is that????

I would never put a chain around my dogs like that! They wear leather collars...plain leather collars. They don't need 'Bling" to make them look badass
EDIT: Beleeve, what terrible drivel. I could comb the internet and find thousands of attack stories where people were injured or killed by labs, or goldens, or any other breed for that matter. Pit Bull jaws don't 'lock' either and any vet will confirm that. There is no locking mechanism in the jaw of a pit bull that doesn't exist in any other dog. And, according to national temperment tests, they are noted as more tempermentally sound than many family dogs...including goldens and chihuahuas. (so much for vicious, huh?) These dogs are simply victims of exploitation, and they have paid dearly for it.
You are right. You are absolutely right. It sounds as if both your moth and your uncle need help sorting out their problems, such as their being ignorant, cruel, idiotic bigots. You could try telling that pit bulls are often used as service dogs. They have also worked in the military and have even performed in children's TV programmes before. You could also try telling them the story of Angel, the pit bull who saved a woman and her child from an attacker. There was also Weela, the pit bull who saved 29 dogs, 30 people, 13 horses and a cat from a flood and/or its aftermath. If we were to take a Labrador, and place him/her in the hand of irresponsible jerks who did not train or socialise the dog properly and/or allowed him/her to be tormented, the outcome may not be exactly the same but it would go along the same lines as it would if that dog were a pit bull. Speaking of Labradors, some of this breed have actually attacked before. Should we kill every single Labrador on Earth because of this? Also, look at how many male murderers there are out there right now. Should we kill every single man on Earth because of these few individuals? Best of luck.
The breed is very strong. A light leather collar could/would/and does just snap if the dog gets a fright and pulled away or even if it sighted a cat and gave chase. Really just a safety thing.
The one with a weight on the end of a chain (ten pounds sounds very light to me) could be that its a fence jumper and its a temperary measure until the fence can be heightened or just a deterent for running up to the fence...Kinda like an anchor. It could even be training to tie securely to a small weight. similar to a ground tie for horses.
Also chains tend to last much longer than other types of collars and need replacing less often. A choker chain in the hands of a knowlegable person is a humane training aid.
Check the rest of the situation before making a decision about abused or not. Many people are happy to explain their reasons for doing something if you ask nicely and in a non-judgemental way.
"Just wondering, why do you do XYZ?" will get better reactions than "I think XYZ is abuse why do you do it?"
They used to be used as working dogs and they are usually very strong and some people try to make their dog stronger by having them pull weights. It really depends on the person, if they are doing it get their dog in shape for fighting or if they are just trying to make their dog stronger like people do by going to the gym. I dont do this to my pit but I use a choke chain on him. I have heard that their pain tolerance is higher than other breeds and that they could actaully choke themselves to death because they dont know any better. My dog is well behaved so even though a use a choke chain on him most of the time it in not necessary because he listens very well. With people who are not out to hurt their pit it is all about the look like I said humans go it by going to the gym to make their body look good and this is how you get you pit in top shape.
I think it is stupid people. Does no one remember the bad media years ago about Rotties, GSD's, Dobies? There are so many dogs that get looked down upon, due to a few incidents, that are ususally caused by ignorant owners. I think it is disgusting when I see pitts, or any dog being brought up by "stupid" people, who only got the dog because they "look mean" or think it is "bad ***" to own one. I live in Ontario where that stupid BSL is going on, and feel sorry for the owners and their dogs who are being punished because of the type of dog. As far as I am concerned, it is ignorant, and equal to racisim.
