In a democracy, it is believed that each vote is of equal worth. Therefore, it is not only preferable but necessary to receive a larger quantity in order to win. The more sheep one can shepard to his/her pasture, the better.
For Corporate America ™, quantity is always stressed in order to market to the widest possible consumer base, thus maximizing profits. As a results, standards for the product are lowered so as to meet a higher demand.
Quantity is preferred over quality when the the offering has reached it's maximum density so that the only way to reach the highest limit of affect is to increase the occurences.
Examples:
Taking 1000 mg's of vitamin c when sick. You body can absorb only a certian amount but through repeated ingestion can maintain a high level to promote health.
Telling children to be mindful. When the word-count reaches a limit their ears refuse to listen. Better make short clear directives on a repeated basis.
A woman's heart. You can only dramatize the statement "I Love You" so much. Saying more forcefully does not make the heart a believer. Actions showing you feelings should be constant along with a reminder in words to an explantion for your devotion.
Okay, okay, so I took poetic liberties with the last example. :-)
I don't know if this is what you're looking for, but one example would be when it comes to raising your kids. I think that some people think that the amount of time you spend with them doesn't mater as long as it's "good quality time." If that's the case, then why are today's youths becoming worser than before? I think that the quantity of time should be preferred over quality because then the kids know that their parents truly care for them. After all, the things that we spend the most time on are in reality what we consider to be most important in our lives. Again, I'm not so sure whether this is what you were looking for, but your question made me think of this.
