I also replaced the main power cable from starter to the battery.

Unsure about the nuetral safety switch could the nuetral safety switch cause it not to start

It could be GM's VATS anti-theft system preventing it from cranking. See if your ignition key looks like the ones in the photos below and read how to bypass the VATS system.

The problem is that you have a 1992 Buick Skylark. Buy a new car. This one wil nickel and dime you to death.

First check the fuel pump pressure. If the pressure is low, check the fuel filter. If it's OK, It's probably the fuel pump. If it's making a loud noise, it's probably bad. Hope this helps. Master tech 40 yrs.
