Question about Ebay's combined shipping discount?

I am selling several items on Ebay at the moment, and someone has asked if I would offer combined shipping discounts. I have not done this before, and I'm not sure I completely understand how it works. Shipping and handling for each of my items is listed at $3.00. If I were to offer combined shipping, would this mean the buyer pays $3.00 for the first item, and an additional cost (specified by me) for each item purchased from me?

Yes, that is correct. Say you have 10 similar items and someone buys one of them and you have the shipping set at $3.
Perhaps you can entice them to buy more from you with a combined shipping discount. Take CDs for instance. It doesn't cost much more to ship 2 CDs in the same package than it does one, so if you offer additional items at$1 shipping, the buyer will save $2 on the total price and may be tempted to buy more of your CDs.
