if you're just visiting the state it doesn't even matter, if you're planning on living in another state, then you'd have to change license and plates

You have 30 days to title and register a car when you move to Virginia. During the 30 days, you can drive it with the old Texas plates and registration (if they are not expired or suspended), but you have to get VA insurance, safety inspection, emissions inspection, title, registration, etc., within the 30 days. You may or may not have to get a sticker from the local government as well.

See http://www.dmv.virginia.gov/webdoc/moving/newva.asp for more details

Your "international student" status has not some thing to do with this. if you're actually not residing in Colorado, then you are literally not entitled to maintain a Colorado drivers license or automobile registration. you should replace to Texas licenses interior of 60 days of installation an component to living there. remember to inform your coverage company about the move too.

If your in VA. for 30 days, the state requires you to transfer you tags, I live in VA. The police watch this alot, if you are a student ? you may not be required to change tags if you plan to return to Texas. Good luck !!
