the apartment is located in Los angeles county. when a korean tenant moves out, korean manager advertises apartment in korean newspaper & gets another korean tenant. can the landlord do this? isn't this against fair housing law? if so, who can i report this to?

I don't believe it is. Whites are the only ones who get tagged with discrimination. No-one cares any at all about discrimination when it comes to other races. I am not racist, simply stating fact.

It would be agains the fair housing laws if the manager choice Korean tenants over tenants of other races. If Koreans are the only ones that seem to be interested in the complex than the manager is doing nothing wrong - although he's is advertising in a newspaper targeted at a certain group of people, that is not a violation of the law.

Because anyone can get the newspaper, anyone can apply. If you want to test the landlord, simply have a bunch of non-Koreans apply and see what happens. I would assume if the manager refuses to interview in English or refuses to give an application to all qualifying applicants there might be a case.
