no all phones works in Costa Rica even if they are GSM or TDMA.
for a phone to works here it must works on this bands

GSM 850 / GSM 900 / GSM 1800 / GSM 1900

I know that t mobil and at&t phones work, if your phones works on the gsm band in costa rica.  You will have to let your carrier know you want to be able to make internationl calls from another country.  Be prepared for a crazy high bill.  Better to use phone cards or yahoo voice or skype.

All GSM and TDMA cell phones works here, the only thing it's that not all the chips from other companies work here.
