My buddy and I have kept a running tab on every golf game we play. Right now our record is 15-15-2. We're playing the front 9 and it starts to rain on the 6th. We play thru the rain and I hit my drive on #9 tee. The rain got really bad and I didn't finish the hole. He did. Since I didn't finish the hole, and we didn't play the back 9, should he get credit for the win? I think that it shouldn't count on our record.

The first question would be whether your 15-15-2 were 9 hole or 18 hole scores. If they were 18 hole matches, and you both had an understanding that this match would also be 18 holes, then this round should not count since neither of you finished.
If you both agree to the round being a 9 hole match, the deciding factor then lies with the reason why you didn't finish the 9th hole and he did. If it was your decision to not complete the hole because it was raining and he finished, I'm afraid you're decision to not finish is considered a forfeiture. If he finished and agreed that it is not possible for you to finish, then you can consider counting only the 8 holes prior or not count this round at all.
Keep in mind Golf is a gentleman's game, and we are all out there playing golf for the fun of it, so please don't let one spoiled round bother you both too much.

The only rain conditions that would cancel a PGA event would be if they're accompanied by lightning or the rain was so heavy it rendered the course unplayable. If so, a horn would sound and the players would mark their balls to resume when better conditions arrived. No horn, keep playing.
However in this case since neither of you completed a regulation 18 hole round, it was just practice.
PS- If either of you had a hole in one, it wouldn't have counted without finishing the round.

Golf being a "gentleman's" game, you should both agree to either forfeit or continue the match on another day. Either way you get to do something fun.
