I have a four month old mini-dachshund. He humps everything and has been doing this since he was about 8 weeks old! It doesn't matter what it is. Toys, blankets, my leg! Why do you think he does this? Is he trying to show dominance or is he just a pervert? Also, isnt 8 weeks a little young to start?

It can be dominance, but sometimes it is also just excitement or excess energy. You may want to try tiring your dog out more. An extra walk might help to release some energy so your dog doesn't release it in inappropriate ways.
As a puppy, my dog did this. He did it for a little while after he was neutered, but stopped pretty soon. He was told off by some adult dogs which helped him, but we also used a spray bottle with water in it. When he started humping things, we'd give him a little squirt. The dog sees this as a negative consequence from the environment for the current behaviour and will discourage that behaviour in any situation. Sometimes, if you teach your dog he isn't allowed to hump you, he may still try it on other dogs and other people, but when the spray comes from the environment, your dog will know that that behaviour in general, no matter where he is is not acceptable.
My neighbour has a very, very, very excitable dog. When he gets too excited he will hump everything in sight. Telling him no, spraying him with water, and other methods like that don't work with him, so what I do is just change the behaviour that I don't want to one that I do want and reward him for the wanted behaviour. To do this, just tell your dog to sit. When he sits, give him a treat for harnessing his energy and using it mentally to sit and listen to you. If this also doesn't work, then try removing your dog from the room to calm him down. Only remove your dog for a few seconds (10 is usually good) or other behaviours (such as barking, or scratching) may start.
my little 10 mth old poochi has a habit of humping since he was young too. every time i just say no and he stops. if he continues tap his behind and tell him no a few times. my fonzie looks at me as if to say huh but he listens and knows i disaprove and he is very obendient. keep working with him. some pups are pretty hyper and want to be the boss of everything that they think is theirs and will hump the object.i have 2 big dogs and it is pretty funny sometimes when a 16 lb pup trys to dominant my 105 lb husky,the husky just looks at him and kinda of shakes his head and walks away where as my 55 lb border collie gets a little ugly and will pin the little guy down until he settles down so they all will try and with training he will stop.
he needs to get neutered @ 6months. He is exhibiting dominance and this behavior needs to stop.....behavior correction.....look into methods on the internet......
putting dogs in time out work.....like in a bathroom for 3 minutes, or a laundry room, and STAY CONSISTANT....every single time he does this, correct the behavior with a time out .....or what ever you choose...........
My Pomeranian does this too. From my experience some dogs do it and some dont. My pom is about four years old now and he still does it! Neutering may help.
