I am using Yahoo Messenger for Phone Out (PC to Phone) Facility?

I am using Yahoo Messenger for Phone Out (PC to Phone) Facility. But now it is not working and the location is UAE. I am using a standalone desktop with independent ADSL 12 Mbps connection. Please advice.
