Here is an ssm for your concern. Your dtc 36 matches the b1994 listed below.
It is for the driver "side" airbag. This vehicle will have the harness that
will run from the airbag monitor to the side of the front seats even if the
vehicle is not equipped with the airbags in the seats. There are 2 part #'s
listed depending on 2 or 4 door models. Thsi is basically an overlay harness
& fairly easy to install, about 1-2 hours time is sufficient.

AIR BAG LAMP ON WITH SIDE AIR BAG DTC'S B1994 &/OR B1998
SOME 1999-2000 EXPLORER/MOUNTAINEER VEHICLES MAY EXHIBIT AN AIR BAG LAMP
"ON" WITH SIDE AIR BAG DIAGNOSTIC TROUBLE CODES (DTC) B1994 &/OR B1998 IN
SELF TEST. THIS CAN OCCUR ON VEHICLES EQUIPPED WITH OR WITHOUT SIDE AIR
BAGS. THIS MAY BE DUE TO VARIOUS ROOT CAUSES IN THE SIDE AIR BAG WIRING OF
THE 14488 HARNESS. ENGINEERING HAS RELEASED A MORE ROBUST OVERLAY HARNESS TO
INSTALL ON VEHICLES THAT COME IN FOR THIS ISSUE. IF A VEHICLE COMES IN FOR
THIS CONCERN, VERIFY THAT THE AIR BAG LAMP IS "ON" WITH SIDE AIR BAG DTC'S
B1994 &/OR B1998 IN SELF TEST. IF SO, INSTALL OVERLAY HARNESS KIT PART
NUMBER XL2Z-14B455-AA FOR 4 DOOR MODELS OR OVERLAY HARNESS KIT PART NUMBER
XL2Z-14B455-BA FOR 2 DOOR MODELS. THE KIT INCLUDES AN INSTRUCTION SHEET ON
HOW TO INSTALL THE OVERLAY HARNESS. NOTE: THIS ISSUE DOES NOT AFFECT FRONT
AIR BAG OPERATION.

Rec take it to a shop familiar w airbags and show them this or have them look up the tsb on it.

only way to diagnose the Air Bag light is to take it to someone who has a scanner to plug into the diagnostic port on your van and read the code. The air bag problem and the cruise problem should be unrelated.

The general advice for air bag is that they are safety devices and potential dangerous if they explode (deploy) during repair. So everybody says to take it to a pro to get it fix or checked out.

Good Luck...
