18, because its a rental agreement, and you need to be of legal age to enter into a legally binding contract. Oddly enough, you don't have to be 18 to drive one. Some companies will require you to be 24, as it the case when you rent most motor vehicles (doesn't make much sense, either), but that is how their insurance will cover the drivers, for liability, even if you have your own. Call around to check on age, as they can vary.
