Since the 100 foot coil weighs 39 pounds and the 100 foot coil cost $230.86,
then 39 pounds of the coil cost $230.86
You now have a ratio to find the price per pound which I will call P.
P/1 = $230.86/39 In English that says The cost of one pound is to one pound what the cost of 39 pounds is to 39. The cost of 39 pounds is given: $230.86
P = $230.86/39 = $5.92
P is the cost per pound and that is $5.92.
