I've got a state quarter with what looks like a 'new front and back only the horse and rider look sanded off. No detail lines are on the figures, It's the Wyoming state quarter and the bucking horse and rider are only there as raised outlines. Do I have a misprint on the coin or is this something from wear and tear? The rest of the surfaces look fine.

There is no detail in the horse and rider on the Wyoming quarter, it is an outline. It does have kind of a grainy look. So it is normal and by the way coins are not cast or printed. They are struck from an obverse and reverse die on a high speed coining press. The term coined is used. I have seen some have more of a sand blast look than others but it may depend of the pressure used on the coining press. it is not rare but is different.
