The Rangers won the AL West in 1996, '98, and '99.

The Rays are the only major league team that has not yet been to the postseason. This probably changes in a little over three weeks.

yes, the rangers have been 3 times (I think it was 3) in the mid nineties.
The Rays have never been, but that will most likely change this year.
The National/Expos have been one time in a short season in the 80's.

Yes the Tampa Bay Rays have never made the playoffs, although it looks like this year they will.

The Tampa Bay Rays have never been but it looks like its about to change. You can say the Nationals never been but the teams that they were previously had been.
