Do banks have the right to charge a fee to make change?

My bank wants to charge when I bring a large amounts of coins and convert them to paper cash.I thought banks were obligated to make change.They don't charge if you bring in a hundred and ask them to break it into twenties.

if you are a member there they shouldnt charge. Is your changed rolled

There is more cost associated with coin. It costs money to ship/handle the coin, roll it and ship it back again. If you came in with a hundreds to twenties transaction, it is more likely than not that the bank will end up using those hundreds for another transaction.

You're supposed to roll them up...

1c = 50c roll
5c = $2 roll
10c = $5 roll
25c = $10 roll
$1 = $25 roll
$2 = $50 roll

Anything else it's not legal tender.
