I have an old bag of weed killer in my garage which has started to rot away. The weed killer powder is starting to spill onto the floor. What is the best way to clean this up? And what is a safe, responsible thing to do with it?
PS -- I didn't buy this weed killer and it's probably way too old to use safely. It came with the house and the garage.

Clean it up right away and make sure you're wearing a mask and gloves. Don't use a vacuum but use a broom slowly trying not to spread the powder around. After you've got most of it picked up, wash down the floor and anything else that was around it.
Call your city/town and find out where you can safely dispose of it. Most cities have sites where you can drop off hazardous products like this. Good time to get rid of any old paint cans you have lying around that you won't use any more.
After you've finished cleaning up, wash your clothes separately and then yourself.

You've already bought this bag, and you must have thought you had some use for it. At this point it might be more safe and responsible to go ahead and kill some weeds with it, than to dump it in with the rest of our nations toxic garbage. (That's assuming its still an approved chemical.)
So, my answer would be, scoop it up with a dustpan, put it into a new container that's more sturdy, and use it as it was intended. Then, don't buy any more.
