in order to acquire the silver or the gold axe, you must donate to your town from the town hall. I believe its 200,000 bells for the bridge, 500,000 for the fountain, then 1,000,000 for your choice of a wind mill or a light house. After you have the fountain then you toss a regular axe into it. Serena (the mouse statue on the city fountain) will appear. She will either give you a silver or gold axe.

Gotta have the upgraded silver axe first, I believe. Maybe you get it from Resetti? Not sure.
As for the fountain, I believe that later in the game you can upgrade your town to have a fountain, so it might be that one they're talking about.
