Any 'Life Skills' assistance in Manitoba? ?

I'm just wondering if there are any government services in Manitoba that offer basic life skills courses, or assistance. I have a friend who's constantly in debt- (she's also considered 'challenged'). She has two kids, and neither her nor her husband can manage money-- if they have it, they spend it. They are constantly borrowing money. Are there any kind of programs in Manitoba that offer this kind of assistance with budgeting, managing finances, and how to plan shopping trips, etc?

I've already looked on the Manitoba Government website, and tried Child and Family Services--their website is currently under construction and has no information on it. Could anyone direct me to some links?

Well.........hate to ask but what is her IQ as she may qualify for Community Living Program that is offered through the Province of Manitoba. There are also many programs should she have a higher IQ. Best bet is to contact ANCR (All Nations Coordinated Response Network) which is the main Intake Unit in Winnipeg. They should be able to tell you what programs are available in her area. Ask for programs that focus on living independently - budgeting, parenting, stress support and so on. Depending on how your conversation goes they may just give you the information or send someone out to meet with her directly. As this is only a first response unit, she would then have to pick which agency she wants to work with ongoing (if she requires the assistance of a Child and Family Services Agency). If you do not have concerns about her parenting and the children's well-being, then just get the info from them.

I don't know specifically about Manitoba, but some areas have volunteer groups who do credit and finance counselling. The volunteers are people such as accountants. Start making some phone calls, maybe start with a social assistance office, and you should come up with something. Of course, you know that all the advice in the world does no good unless someone follows it. People who aren't 'challenged' can have the same have-it-spend-it problem.
