Can I charge to send a letter?

I read somewhere that I can charge for the sending of official correspondence (much as a bank would charge £10, to send out a letter). Does anyone know what this particular piece of law is?

I'm really sorry but I don't know the answer to your question, I'm just posting to say thanks so much for the comment, cos I can't e-mail you. I didn't think there was a problem with what I wrote about the aging thing. She (Wendy) doesn't care much for herself aging, but the fact that it distances her from Peter. Do you know what I mean? I don't think my age is significant either. I'm saying this not against you but against what the other person said of my poem.
