It may be he doesn't like the feel or weight of the leash, tugging him won't help. It will take time but start by tying something light to his collar and let him walk around the house with it on. Gradually increase the weight of the 'lead' and use treats to encourage him to come to come to you and praise the good results. When you eventually get he real leash on again use treats to encourage him to walk along with you.. As i say it will take some time but persevere. Good luck..

Hi, I understand that you are looking for some advice or resources to help fully train your dog or fix behavior problems. If a professional dog trainer is not an option at this time, or if you want to trt training your dog on your own (a great way to bond), I'd suggest you https://tr.im/jlFSp

A friend recommened it to me a few years ago, and I was amazed how quickly it worked, which is why I recommend it to others. The dog training academy also has as an excellent home training course.

I have found that the dog will respond better when they are comfortable.
try just going outside with it put the leash on and just sit for a bit .
give them attenion and get them to see that every thing is fine with the leash on.then they will start to realize that the leash is not as bad as they fist thought.

let him drag the leash around your house for a bit before you go on a walk. Bring treats and give lots of praise when he comes towards you. Call him to come to you and keep walking backwards, praising as he comes closer to you.

Your dog obviously is either insecure about the leash and/or doesn't think you're it's leader.
I'd check our these links for VERY good advice on walking your dog.
